Description :  

Principal Responsibilities / Duties:

·            Review of the Data sheet and material take off (MTO) prepared by the engineering

·            Preparation of the Request for Prices (RFP) including as a minimum:

             o          Data sheets

             o          MTO

             o          Schedule

             o          General procurement terms and conditions

·            Packing, marking and shipping terms and conditions

·            Preparation of the Vendor list and submittal to the Project Manager for review and transmittal to client for approval

·            Issue RFP and conduct analysis of bids when returned

·            Hold clarifications meetings and resolve queries to ensure that all purchased products conform to the specified requirements

·            Prepare purchase orders, in accordance with RFP and clarification meetings

·            Verify all purchased products and supply sources from Project Head Office
·            Establish and maintain procedures for verification, handling, packing, transport of purchased materials

·            Identify all purchased materials for tractability and documentation

·            Initiate corrective action with supplier of non-conforming items as and when required

·            Ensure Quality related items and requirements from Vendors are addressed.

·            Approves and reviews materials in stores and defines minimum stock requirements

·            Establish and implement systematic procedures for procurement, material management taking into consideration the corporate policy, QA/QC and HSE systems.
 

Knowledge Base:

A. Academic Education

         B.Sc. Civil Engineering or equivalent in the field of specialization.

B. Professional Education

         In-depth knowledge of project procurement, logistics and recognized practices and principals.

         Experience in the procurement of civil & mechanical works materials for the Oil & Gas Industry construction projects in the Arab world and internationally.

C. Special Knowledge

         Project level and senior site management skills, development coherent team to achieve strong presence and recognition within the project members, consultants, subcontractors and client.

        Computer literate and fluency in oral and written English (Arabic is an advantage), Previous Experience:

         10 to 15 years experience in procurement. At least 5 on major heavy civil projects preferably in the Middle East and in particular GCC.

         Able to manage, implement and control the project procurement process within set time
frame and within a multicultural environment, to ensure and assist the smooth work flow.

         Excellent command of English language (Arabic is an advantage) thorough and meticulous on contract specification and details, able to work under pressure and computer literate.
