· Develop, prepare and administer a complete HSE Key Performance Indicators for the Project.
· Promote and suggest orientation/induction and training program for the construction Project for both The Company and Subcontractor’s personnel.
· Develop specific periodical reports for The Company Management and Client related to HSE performance in the project.
· Prepare the Project Risk Assessments.
· Ensure the implementation of the HSE Procedures Manuals.
· Co-ordinate the activities of the Safety Engineers and Officers assigned to the Project sites.
· Promote safety improvement for construction equipment and management system;
· Compile and manage the Safety and Environment documentation (Safety Programs and Operating Procedures) in accordance with applicable Safety and Environment standards, legislation and the contractual requirements of the project.
· Monitor improvements through the preparation and implementation of project Audits and Inspections.
· Liaise with the Client during the Project execution phase on HSE issues and present The Company Safety Management System.
· Assist in the investigation of accidents and analysis of accident statistics in order to identify trends and propose the necessary corrective measures.
· Ensure that all installations activities are carried out in a safe manner and in adherence to the Client and The Company HSE policy, Statutory Regulations and Guidelines as minimum requirement.
· Promote in co-operation with the Project and Construction Managers periodical safety
meetings with the supervisors and the foremen and attend the Client’s safety meetings.
· Develop Emergency Procedures for the project in conjunction with the Client.
· Monitor and enforce HSE requirements of construction sites, camps and all subcontractors.
· Facilitate the performance of HSE Kick off and Team Building Workshop eventually promoted by the Client.
· Develop and ensure implementation of Environmental Management Plans, including waste and oil spill prevention.
· Familiarize himself and promote among the project personnel any eventual best HSE practices proposed by the Client.
B.Sc. Engineering in Construction and/or HSE Management or related science/engineering area, plus a relevant work experience in Health Safety and Environment within the Oil Industry.
B. Professional Education
In-depth knowledge of the Oil & Gas Industry HSE systems and management of the HSE through recognized practices and principals in the Arab world and internationally.
Holder of a recognised certificate in Fire Fighting and Health Safety and Environmental recognised certification;
· Project and middle management skills, develop coherent team to achieve strong presence and recognition within the project, consultants, subcontractors and client.
· Expand project base with efficiency and professional performance and HSE awareness.
· Computer literate able to prepare work progress reports and recommend alternative training and educational HSE awareness plans;
Minimum 12 years experience in the HSE of Oil & Gas industry construction. At least 5 years experience in managing the HSE function on the installation of oil industry projects. Experience the Middle East in particular GCC is an advantage.
Able to manage, implement and control HSE systems within standard framework and timely manner, able to deal with multicultural environment and different nationalities of workforce to ensure and the smooth workflow.
Computer literate with excellent command of English language (Arabic is an advantage); and able to work under pressure.
